I own the land tourists walk through to get down to the arch. 1:23 is my house. It’s all private property and tourists should be aware of that when they are walking through because we do have cattle on the property and tourists tend to leave gates open.

The road down is a public right of way, has been for years. The gate can not be left open… its normaly locked but there is a pedestrian gate anyway
